360° MERL Framework Design & Implementation

One of I2I’s core services is co-creating and implementing 360° MERL Frameworks™ for funders and social change enterprises. A 360° MERL Framework is a comprehensive, yet evolving resource that articulates an organization’s approach to monitoring, evaluation, research, and learning (MERL). It provides tangible tools and strategic plans to implement MERL activities and ensure data are valuable across departments of an organization — from program teams, to communications, development, fundraising, leadership, operations, and beyond.

MERL frameworks include:

  • Custom-fit philosophy driving MERL activities rooted in organizational values

  • Description of primary use cases and users

  • MERL definitions tailored to organizational context and needs

  • Ecosystem actor map

  • Program theories of change

  • Organization-wide theory of transformation

  • Implementation plans for monitoring, evaluation, research, and learning

  • Data collection tools

  • Tools for emergent learning and strategic planning

  • 5-year strategic MERL plan to prioritize activities
